Please explain your issue is in as much detail as possible.
Catholic viceroys lack the decision to organise a coronation, but they still get the stacking "uncrowned modifier".

Steps to reproduce the issue.
Play as Byzantine empire. Convert to Catholicism. Create a kingdom title. Grant that kingdom title to a catholic vassal as a viceroyalty. Switch to that vassal. You get the "uncrowned modifier", but you are unable to have a coronation. This doesn't happen to regular vassal kings or the Byzantine emperor himself, it only affects viceroys.

The bug isn't that they can't have coronations, but that they get a malus for not having one. Vice roys are appointments. They get their legitimacy from their liege, not god or the church.
