Please explain your issue is in as much detail as possible.
I am playing as the Basileus of Byzantine Empire and I completely control all of Lombardy and the old kind controls nothign within its borders, but when I go to usurp the button is greyed out and when I hover over it says 'Merchant Republics and Patricians cannot usurp Kingdom/Empire titles' which should not apply in this situation since I'm an Imperial Emporer trying to usurp a feudal king

Yup have the same problem with anatolia as Rome, says Merchant republics cannot usurp kingdoms.

Only the tooltip is bugged. Read the Imperial Government tooltip and its features and you'd see that this is intended

Well I'll be dammed literally. How is this suposed to work I cannot put the de jure vassals of another kingdom under a different excarch, so the vassals pile up, income and levy goes down. In order to get the title then the dude 2.000 km away needs to be my vassal haha.

Just press someone's claim for the kingdom. Then find some reason to revoke it (plotting, rebellion, etc.). I don't know why anyone would invade Italy piece by piece anyways

There is also a game rule that eventually destroys titles if the owner doesn't own de jure land in it

Yes thats my plan now. I landed a family member of him and now try to kill him and his family until I can push the claim for his caliphate which should make the landed claimant my vassaI. I dont know what cloudwasher did in his campaign but I went independent as hellenic greece and then slowly conquered the sorounding lands, thus the empire was destroyed and Im rebuilding it. I didnt forsee that issue with the kingdom title though.

Oh and the best thing his that guy literally just declared a jihad against me haha this is priceless.
