Please explain your issue is in as much detail as possible.
Changelog for 3.0 says:

- The Caspian Sea is now functionally like an ocean. With boats and merchant republics and stuff

Given this, I would expect that I can now build harbors on the caspian sea. However, I cannot (see screenshot).

Steps to reproduce the issue.
Start a game in die 769 start date as khazaria, try to build harbor.

This was changed after that changelog was written because it caused issues:

Yes, it's correct, we had to revert those changes due to some issues.
