Please explain your issue is in as much detail as possible.
Cannot usurp kingdom tier titles as Byzantium with the Imperial Government, despite fulfilling all other conditions, due to it saying 'Merchant Republics and Patricians cannot usurp kingdoms or empires'.

Steps to reproduce the issue.
Playing as Byzantium with the Imperial Government, conquer enough counties in a kingdom to usurp the title and then attempt to usurp.

That's a bug with the tooltip only. You can't usurp kingdoms with Imperial government:

In fairness the Byzantine Empire appears to actually BE a Merchant Republic, technically.
