3.0 Byz Imp ruler: New vassal becomes Lord Mayor when handing out county + lower titles

Game Version
CK2 3.0 with Holy Fury

Please explain your issue is in as much detail as possible.
Playing as Byzantine Emperor (new Imperial-type ruler), when I hand out a county and all its holdings to a landless courtier after winning a holy war, the new vassal is a Lord Mayor instead of a Count.

I experience this consistently on this new playthrough. I believe it has to do with the new Imperial class of ruler.

Steps to reproduce the issue.
-Play as Byzantine Emperor
-Win a holy war
-Hand out a county & check to "Include Lower Titles"
-New vassal is a Lord Mayor instead of Count.

Workaround at the moment is to hand out the County title on its own first and then follow up with cities and bishoprics individually.

Just to add a wrinkle to this, I had a case yesterday where this *didn't* happen.

Same situation but he became a count - he wasn't a family member if that helps. Family members seem to always get hit with this

Faster work around to not for not getting Lord Mayors is to click on the cities in the county and click the small crown icon to auto generate a character to take over that title, than you can give the county with the include lowers box checked and they cant become a mayor since those holders where already taken.

True but you don't get as much of an opinion bonus to the new Count that way. You get more by giving all to the Count, and then he hands them out to other people. Everybody's happier.

Whenever I've had this issue it's been with non-family members. Are you sure that a city holding was in the included titles that you handed out?

I would guess that, the times it doesn't happen, your realm has already hit the 10% limit of counties held by republics. I've had that happen and create a feudal duke when I was explicitly trying to create a merchant republic before because I was over that limit and tried to give a baron mayor a whole duchy at once.

Same as you. I suspect it's this:

I would guess that, the times it doesn't happen, your realm has already hit the 10% limit of counties held by republics. I've had that happen and create a feudal duke when I was explicitly trying to create a merchant republic before because I was over that limit and tried to give a baron mayor a whole duchy at once.

It occurs to me that one way to fix this would be to have a different government type for new vassals of the Byzantine Empire that was Feudal but could hold cities, like an "Urban Aristocratic" Government - then force all grants within the Empire to take that if they aren't barons or Theocracies.

That's for a different forum, though.

Just have a fixed order when handing out titles. Castles first. Then cities and temples

I imagine it's a bit more complicated than that. It used to be that you just handed out the top title first - so a Feudal who look Venice in a Holy War, for example, would automatically create a new mayor because the city was the top title. A few patches ago that was changed so that Feudals gave out Feudal titles, Republics Republican etc. to prevent you accidentally creating a different type of vassal than you intended.

Now that change is itself creating issues.

I played as byzantium and waged a holy war for mesopotamia. I won and autogenerated vassals, leaving in Tarron only the barony of Manzikert. I then gave the county to the brother of a a vassal doge and he became a lord mayor despite receiving no cities. Needs a fix.

The workaround that works for me would be to give that brother the County of Taron first, not checking the box that says include lower titles, which would have given him the Manzikert holding and make him Count. After that I would give the same character the city and temple holding. They'll find random people to give those titles to. It's take a little bit more time but works all the time, from what I've seen.

This issue is still present in 3.0.1. Tried giving my nephew a county as the Byzantine Emperor, clicked the "include lower titles" box, and he ends up as a lord mayor. I have included a save for easy replication.
