Please explain your issue is in as much detail as possible.
Playing as Byzantine Emperor (new Imperial-type ruler), when I hand out a county and all its holdings to a landless courtier after winning a holy war, the new vassal is a Lord Mayor instead of a Count.
I experience this consistently on this new playthrough. I believe it has to do with the new Imperial class of ruler.
Steps to reproduce the issue.
-Play as Byzantine Emperor
-Win a holy war
-Hand out a county & check to "Include Lower Titles"
-New vassal is a Lord Mayor instead of Count.
Workaround at the moment is to hand out the County title on its own first and then follow up with cities and bishoprics individually.
