Whenever my liege starts voting on a law, I automatically vote in favour of it due to a favour I owe him. The main problem is that I haven't owed a favour even once during these times.
I'm playing in a random world in the HRE equivalent.
Steps to reproduce the issue.
Wait for your HRE emperor to create a law when you're an elector in a custom world.
