Yes

Please explain your issue is in as much detail as possible.
When playing as the HRE with princely elective, newly created kingdoms/empires use princely elective, but change to feudal elective on save/load.

It seems the new titles have princely elective as their succession rule but feudal elective as their succession law. This can be seen by trying to change the new title's succession to Primogeniture: the requirement to have Centralization 4 is missing.

Steps to reproduce the issue.
1. Load attached save [HRE with Princely Elective]
2. Create Empire of Francia
3. Check Francia's succession
4. Save
5. Load (continue)
6. Check Francia's succession

At step 3, Francia uses Princely Elective succession rules.

At step 6, Francia uses Feudal Elective succession rules.

When playing as the HRE with princely elective, newly created kingdoms/empires use princely elective, but change to feudal elective on save/load.

Why do you think that's a bug ?

Princely elective is a special succession law for the HRE only, thus reverting to the equivalent for that title.
That behaviour sounds working as designed and intended.

Unless if you refer to that "newly created kingdoms/empires use princely elective" at first as you say, as that then (most likely) shouldn't happen in the first place.
