Please explain your issue is in as much detail as possible.
When you are arranging a marriage for someone who isn't in your court, the "Is our {council_member}" is supposed to be used to prevent you from arranging matrilineal marriages. (IE - To prevent you from pulling high-stat people from foreign courts.)
However, in the attached save, I wanted to arrange a marriage for one of my dynasty members who is currently the Chancellor in another court. Note that this is a normal (patrilineal) marriage, so I should be permitted to send a (well-qualified) woman to be his bride. However, the "Is our Chancellor" modifier is present, which means I can't arrange a marriage for him. Since I can't pull him out of the court by any other normal means (favors, gifts, etc), this means that the guy probably isn't going to get married.
As noted above, I believe that the "Is our {council_member}" marriage request modifier should only apply to matrilineal marriages. (Or possibly patrilineal marriages if the councillor is a woman?) In particular, I believe that it should not apply to normal/patrilineal marriages where the councillor in question is a man. If I'm wrong about this, I guess you can disregard this bug report.
Aside - Please please please can you update the diplomatic UI so that permanently-blocking modifiers (like "Is our Chancellor", or opinion of liege > 35ish when inviting to court) cause all of the other modifiers to be hidden? That way we won't waste time sending gifts etc because, even though it looks like there are more + than -, the request will never be accepted.
Steps to reproduce the issue.
Load the attached save. Attempt to arrange a marriage for Prince Nuno Jimena (see "characters of special interest"). Observe that it's impossible to arrange a marrriage for him, and that the cause is the "Is our Chancellor" modifier.
