Both Holy Fury and Old Gods make pagans playable, but the decisions for nomads to adopt another government type are only available to pagans with Old Gods.
I cannot think that this is an intentional choice, because the decisions in question are Horse Lords content, not Old Gods content. The reason pagans were originally prevented from taking the decisions without Old Gods was simply to prevent them from getting a game over. Now that two expansions make pagans playable, players should be allowed to take these settlement decisions if they have either Old Gods or Holy Fury, because either can be used to avoid a game over.
(Does this probable oversight actually qualify as a bug? I'm not sure. But since 3.0.1.1 has come out and the issue has not been resolved, I feel the need to report this somewhere.)
Steps to reproduce the issue.
Examine the code of …\Crusader Kings II\decisions\settlement_decisions.txt beginning at lines 676, 1344, and 2068. Observe that pagans cannot take these decisions without Old Gods, and that there is no mention of Holy Fury.
Or, to reproduce the issue in-game: enable Horse Lords, Sword of Islam, and Holy Fury; disable Old Gods. Play as 1066 Karakhanids; observe that you can "Settle as Feudal" in one of your timars. Console convert to tengri_pagan, and observe that despite being able to play as feudal pagans with Holy Fury, you cannot settle as such.
