When downloading mods from the Steam Workshop on Linux, the downloaded files do not get moved to ~/.local/share/Steam/steamapps/workshop/203770 (this directory does not exist, but would be consistent with EU4, HoI4, and Stellaris), ~/.paradoxinteractive/Crusader Kings II/mod (the currently valid mod directory), or ~/.local/share/Paradox Interactive/Crusader Kings II/mod (what would be the local mod directory if CK2 were consistent with later titles). Instead, the mods are stored in ~/.local/share/Steam/userdata/30388339/ugc/referenced (not sure if 30388339 is client specific or a constant directory, but it's the only directory under "userdata"), which Crusader Kings II cannot fetch mods from and prevents the use of

Attempt to download any mod from the Workshop on Linux. Ideally, pick one with a distinctive name.
Start the game
Look for mod in mod list (should be absent)
Try to find the mod in the normal directories (again, should be absent).
Run a search on all files for the mod name to find actual directory
