Enatic Clans doesn't properly affect any male theocratic vassal. While any temples held by women become enatic open elective and function as expected, temples held by men become feudal with enatic open succession. This applies massive and persistent tax and levy penalties until such time as their title is revoked or they die without an heir.
Steps to reproduce the issue.
Start as any pagan
Reform the faith, ideally with several theocratic vassals
Check the succession law and government of any temple that was already held by a man - should be easy to identify because their levies and garrisons will be completely cleared out.
