[2.8.3.3] [SAHQ] Restrict Marriage checkmark leaves characters unable to be married

Please explain your issue is in as much detail as possible.
I encountered following issue,
If the player selects the "Restrict Marriage" check mark on a character (i.e his son) the feature works as intended.
However if the selected character (son) gets an other liege (i.e vassal of vassal) both the player and the ai are not able to make or accept marriage proposals.
In my playthrough it happened in this order:
I played as the Swedish King and selected all dynasty members to "Restrict Marriage"
The player character died and the game continued with one of his sons being the new ruler
Now I am still able to "Restrict Marriage" for my close relatives but not for my (landed vassal) brothers or their children
Both the player and the ai are now unable to make or accept marriage proposals for these characters (almost my whole dynasty... breaking the game)
I was able to double check this by asking one of the brothers (my vassal and heir) to marry or betroth one of his children (who was previously selected to restrict marriage) to someone in my court
Now I receive the following reason for not being able to marry: "Marriages controlled by another player" ------------
(I'm playing single player ironman)
If however I select the youngest child (who was not selected for restrict marriage) for Betrothal I am able to make a marriage proposal which the ai accepts
All children of my heir Jarl Oddr of Svibjod (and many more) are now affected by this broken mechanic
Except the two youngest daughters Pordis and Alfhildr for whom I did not select "Restrict Marriage" since they were born after the death of their grandfather thus the checkmark is not available because they are not children/grandchildren of the new ruler

Steps to reproduce the issue.
Start game version [2.8.3.3] [SAHQ] with following dlcs enabled:
Way of Life
Charlemagne
Rajas of India
Sons of Abraham
The Old Gods
The Republic
Legacy of Rome
Sword of Islam
- Select Single Player
- New Game
- Early Middle Ages
- Custom Game Setup
- Select Sultan Umayyad
- Start game with default settings
- Select "Restrict Marriage" for youngest child Prince al-Qasim
- Grant him any landed title
- Transfer vassalage of Prince al-Qasim to your oldest son (not heir) Prince Abd-al Rahman
- Now your player character must die (kill 73679)
- Try proposing a betrothal to Prince al-Qasim

EDIT: If you can not select the betrothal because it's preselecting the current player make sure to increase his age by running "age 73680 10" so the regency ends
Basically these should be the conditions
- Select any independent king or emperor with vassals
- Start game with default settings
- Select "Restrict Marriage" for any landed dynasty member who is not heir
- Transfer vassalage of this dynasty member to any other (dynasty) vassal who is not heir
- Now your player character must die
This leaves the character selected for "Restrict Marriage" now to not be able to get married
