Please explain your issue is in as much detail as possible.
As a merchant republic, your patrician vassals expect to be on the council even if they aren't "powerful vassals". Thus, if they're not on your council, they receive an opinion modifier of "Not on the council: -10" towards you.
However, this doesn't seem to be working properly for the "Advisor" council position - you can put a patrician on your council as an advisor and this cancels the -40 powerful vassal modifier but not the special -10 patrician not on the council modifier.
This might conceivably be an issue that's limited to my particular situation (Muslim MR in Oman, from a tribal start) - but it seems like it would be generally applicable.
In the attached save, I have one advisor position and all of my patricians are powerful vassals (for roleplay). The advisor patrician has the -10 modifier (incorrect); the two councillors with real jobs have neither modifier (correct); and the patrician in prison also has neither modifier (correct). If you fire one of the patricians that's on the council (or release the imprisoned one), that one will get both the -40 and -10 modifier (correct).
Steps to reproduce the issue.
As a merchant republic, enable the advisor council titles.
Locate a patrician vassal who is a "powerful vassal" (with the upwards fist on the bottom right of their portrait).
Take them off the council. Observe that they have both the -40 and -10 modifiers.
Put them back on the council in a "real" position. Observe that both modifiers are gone.
Change their council position to advisor. Observe that the -10 modifier has reappeared.
