Please explain your issue is in as much detail as possible.
I was playing as the Empire of Britannia with Seniority succession, which worked fine until my leader died on the eve of a civil war and suddenly all my levies and garrisons were gone, barring one non-capital barony.

Steps to reproduce the issue.
I am not exactly sure what happened to cause it, but the only thing I can think of which sets this leader apart from his predecessors is that he was previously a tribal chief before becoming Emperor.
