Please explain your issue is in as much detail as possible.
If in a regency, and the council will not currently support war against a target, the screen showing which counselors are voting for/against and why cannot be viewed.
The screen is normally viewed after clicking 'declare war' on the diplo menu for a character, but is grayed out if the council does not currently support war against the target in regency. I think this is useful because this is exactly the time when you would want to see how each councillor is voting and why.
Steps to reproduce the issue.
Be in a regency, have a casus belli against someone, go to the right click menu on a character, see that the declare war button is grayed out (depends on target)
