I had Black Death set to "Delayed Dynamic" - so, of course, it appeared in 1101ish. I've been watching it closely, and it's never spread past its initial province (Jiuquan).
I've attached screenshots showing that it didn't move between April 1103 and April 1104.
Steps to reproduce the issue.
Load the attached save. Watch the Black Death do absolutely nothing.
