Please explain your issue is in as much detail as possible.
I have primogeniture inheritance for the roman empire. I have now twice noticed that granting a duchy to create a merchant republic disallows the first born son from some title inheritance. I noticed the issues because game started reporting that my kingdom titles will be lost if my character dies.
The resulting situation had left my second son as the primary heir but somehow kingdom titles were not destined for him.
My first born son holds viceroyalty kingdoms if that matters for triggering the bug.
When saving and reloading the game inheritance resets back to giving all titles to the first born. It seems like the disallowed inheritance state isn't saved which makes it easy to fix the game state after triggering the bug.
Version and dlc details:
I started this game early in 2.8 cycle (possible 2.8.1.1 but I don't remember for sure) back then I didn't own Jade Dragon yet so I have kept playing this game with JD disabled. I checked JD because I have it now installed but not active for this save.
I'm pretty sure that this bug didn't trigger in earlier 2.8 builds unless trigger condition is the heir having viceroyalty kingdom. The viceroyalty situation is unique to my two last merchant republic creations. But I haven't yet tested if same inheritance change happens without viceroyalty with the latest game version.
Steps to reproduce the issue.
1. Have an empire and kingdom titles (and maybe heir with viceroyalty kingdom but I don't know if it is required)
2. Make a city holding primary in a province (in my save I made Cornwall primary a few days before save. Holy war conquered duchy)
3. Grant vassal baronines to different owners.
4. Grant the primary city to the new doge
5. Grant the duchy to the grand mayor
6. See how the second son becomes the primary heir but game claims he won't inherit kingdom titles (I don't remember who was supposed to inherit kingdoms)
Optional: Save the game and reload to fix the broken state.
