Every day, the priest ruling Vengipura switches which castle (Vengipura or Kondapalli) is the county capital.
I think this is a problem with the "make_primary" settlement decision. In particular, I think there a modifier should be added, "not if this settlement is not preferred and the existing capital is allowed".
Steps to reproduce the issue.
Load the save, watch the county of Vengipura. It's easy to see when the capital switches because one of the castles is occupied.
(Or: give a theocracy a county where they own two castles but no temples)
