Please explain your issue is in as much detail as possible.
So, was playing as the empress of the custom empire of Bulgaria. Recently, the last emperor died, and his daughter ended up inheriting.

But she was still considered to be a revolting vassal of the emperor of Hispania. I wasn't at war or anything. But I couldn't declare wars because I was "in revolt". When rightclicking the emperor of Hispania I had the option to convert to my "liege"'s culture.

Exiting and relaunching the game fixed the issue.

Steps to reproduce the issue.
Not sure. This is the only time this has happened to me, and it's in ironman so I can't go back and check what happened.

If I were to take a guess:
1. You probably have to be an emperor and/or independent.
2. Your heir probably has to be a vassal of another ruler. The other ruler might have to be an emperor. The other ruler probably can't be of a higher tier than you. The other ruler might have to be an emperor. I don't know.
3. Have said heir revolt against their liege. The revolt might have to be something like a failed revocation or an independence war - revolt leagues like you get from factions provbably don't work.
4. Die while the revolt is going on. Or maybe not. I didn't notice my heir or her mother being at war with the spanish emperor, and if they were the war would probably still be going on.

I haven't seen this, but I have seen a couple screenshots pop up in the weird screenshot thread that suggest that if a revolting vassal inherits a title the same level as their revolt title things don't get cleaned up properly.
