Please explain your issue is in as much detail as possible.
Whenever I place my Steward on one of my provinces, it enables instant building. This does not happen on all saves, I'm not sure what about my rome save is causing it. I just requested a master-engineer from China, but that's the only thing I can really think of.

Steps to reproduce the issue.
1. Start the game
2. Load the game with the save attached
3. choose oversee construction action for the steward Councillor and select a province
4. open the holding view to construct a new building within a holding
5. choose a building to construct (it displays 1 day as the build time) and begin construction

Ok I think I actually figured it out. I own two copies of "How to Build a Well" which both give -20% build time in addition to the Steward's modifier of -47.5% = -87.5% with an extra boost from Construction tech bringing me up to 100%. This isn't a bug, but it probably shouldn't be possible to bring construction down to 1 day in my opinion.
