I run a Zoroastrian Persian Empire in the 940s and my lands border Uyghur steppe nomads. My vassals chain-declare holy wars on the Uyghurs and get rolled by a horde stack every time. It looks like the AI doesn't understand how nomadic troops work when calculating the possibility of winning a war.
It's pretty gamebreaking; these unwinnable holy wars have tanked my Moral Authority by -45% and counting.
