Please explain your issue is in as much detail as possible.
Decisions which require council approval feature an empty seat in the calculation.My character is a khanate at the kingdom level, so one additional advisior slot is available to be assigned. The voting however counts seven council members: six assigned ones and an empty seat. I am unable to fill this empty seat, which leaves a permanent vote against my decisions. I noticed this after my previous character died. I can't verify however if this occured before he died, as decisions were never challenged. I presume it started following the succession.
Steps to reproduce the issue.
Unsure. I noticed it following succession as none of my decisions could be enacted. Before succession it may have been present already.
