Please explain your issue is in as much detail as possible.
The decision Create Kingdom of Leon is not visible as emperor even if you own Asturias and the duchy of Leon. But a emperor should be able to create leon.

Steps to reproduce the issue.
1. Play Emperor (e.g. Byzantine)
2. Become King of Asturias and have full control of duchy of Leon
3. No create Leon available

You fully own both Duchies of Leon and Asturias, and there are no rogue baronies outside of your control?

Yes I I have both. When I gave the kingdom the duke of asturias and also the duchy of leon he could form it. But since I play viceroys I had to give it as non viceroy and revoke later.
