Please explain your issue is in as much detail as possible.
I have enforced Realm Peace. One of my dukes has a vassal who keeps rebelling (I'm guessing because of attempts to revoke the county?), and the rebellions end immediately due to Realm Peace. Rebellion starts, rebellion ends, a few days pass, the rebellion starts again.

Each time, the rebelling vassal gets a -40 opinion malus against me. Right now, after three attempts, he's stacked up to -120.

The issue is reproducible within the savefile, I had the same problem the last time I enforced realm peace in the attached save.
