Please explain your issue in as much detail as possible.
The 2.8 changelog includes the line:
"Fixed non-aggression pacts sometimes not breaking when the marriage/bethrothal underpinning it ends"
Unfortunately there still seems to be a problem with that.
In the attached game file the player has a NAP with the emperor of Francia due to a betrothal between the player's daughter and said emperor's brother.
If that betrothal is broken, the NAP vanishes from the list of pacts, but still prevents a declaration of war.
Steps to reproduce the issue.
1. Load the attached save file as current player.
2. Break betrothal of the eldest daughter
3. Right click on the portrait of the emperor of Francia to see that there still exists a non-aggression pact between the player and said emperor
