Please explain your issue is in as much detail as possible.
De facto vassals of Tanistry title have votes for nomination, but AI rulers do NOT really vote when they should. By the way, some vassals are shown as electors of false title under the vassal panel.


Steps to reproduce the issue.
1. Change to Tanistry succession for your primary title.
2. Vassalize a ruler outside your de jure border.
3. Nominate your heir. Watch the nomination panel or vassal panel and find that de facto vassal does not vote. If you tag to that character, you will see that you have a vote.
4. Granting a de jure title to them sometimes make them realize they should vote.


The attached save file should be placed to 'save games/Ireland/Ireland.ck2' (case sensitive). It does NOT have Conclave DLC enabled and is a Ironman save, so please remember to disable the DLC before loading. It is a Irish Tanistry Heretic Empire with lots of de facto vassals like Catholic Pope, Fraticelli Pope, as well as minor viceroys all over Italy and Germany. All of these electors do NOT vote in the election, where they should all have votes.
