Please explain your issue is in as much detail as possible.
As mentioned in a couple of other threads, the event RIP.11705 doesn't work properly for several provinces. This is because these provinces have less than 7 baronies defined in common\landed_titles.

I spent hours going through landed_titles.txt line by line (all 42,000+ of them), so I can give you a list of the bugged counties:

Steps to reproduce the issue.
1. Play a ruler owning one of the bugged provinces. In the 1066 start, Countess Sophia of Bar is a good choice; she's in the HRE, right on the border with France.

2. Use the console to fire RIP.11705 on the bugged province until you discover you'll never get the max of 7 holding slots.

It's also likely that this is a problem for c_khuttal, since there is a typo in the definition of one of its baronies.
Just ran a test game to check. Khuttal filled up with holding slots the way it was supposed to, and the baronies all have proper names, so... *shrug*
