I was playing a Count under the Western Protector General in 769 scenario. (Count Zhou Ding)
The WPG proposed shift in noble tax obligation, and I answered no. However in the council screen the game told me I voted yes.
Steps to reproduce the issue.
769 scenario Count Zhou Ding.
Wait until liege changes noble tax obligation law then say no.
Check the liege council to see you voed yes.
