[2.8.1] Mass nomad provincal revolts when I rebel

Please explain your issue is in as much detail as possible.
Playing in Ironman mode, starting as the mongols/Temujin in the 1220 bookmark, around 1296 my ruler died and having no adult close kin his child son took over, but no longer khagan. New khagan asked to split my clan shortly after which I refused, leading to revolt war. When I did so however, I was stuck my many, many provincial/religious/national revolts. When I looked at revolt risk in my provinces I had a +68% revolt risk with no indication where from.
