Please explain your issue is in as much detail as possible.
When a regent does not have a council job: it is impossible to appoint them to the council

When a regent has a council job: attempting to change their council position removes them from the council instead

Steps to reproduce the issue.
1. Load attached save (as Countess of Troyes)
2. Right-click her Court Chaplain (Bishop Amaury)
3. Select "Change Council Position"
4. Select "He should be Spymaster"

Instead of becoming Spymaster, he is removed from the council. He isn't considered "fired", but he can't be appointed either.

(If I come out of hiding first, and wait a day for the regency to end, the swap works correctly. The problem seems specific to regents.)
