Please explain your issue is in as much detail as possible.
I believe that, on succession, all courtiers are supposed to move to the successor's court. (Unless, perhaps, they really hate the successor.)

In particular, anyone with any kind of title (honorary, Chinese specialist, commander, councillor) ought to move to the successor's court.

(After all, if the successor is lower-tier then he will move his capital to the same county as the predecessor's capital, even if that's not the de jure capital. This strongly implies that the imperial court is constant, not dissolved upon ruler death.)

However, in practice, almost all of the unlanded courtiers scatter to other courts - where they almost immediately die.

This is highly annoying because it removes the highly-skilled courtiers, Chinese specialists, etc etc that you have been gathering over your previous ruler's lifetime.

The loss of the Chinese specialists is particularly annoying, because it's non-trivial to hire another one. (You need to accumulate a LOT of Grace.)

Steps to reproduce the issue.
The attached save is as at 4th Jan. The player character is (unfortunately) certain to die on 8th Jan.

All commanders and councillors are marked as interesting characters.

After succession, almost all of them will move to another court and immediately die.

This is particularly vexing for the:
--- content Jewish skill>20 councillors
--- skill>20 commanders with 2-3 traits
--- Chinese strategist
--- Scholar-Bureaucrat

I don't know if the (currently-landed) successor had a council before succession but, if he did, all of his council are fired as well.

Can confirm, I had this happen to my Chinese siege experts repeatedly in a recent game to the point where I had assumed i just couldn't keep them between characters for some reason. I also had someone else's Chinese commander (of the type able to teach commander traits) randomly show up in my court once, which is presumably the result of this behavior as well. Good to know the workaround, though!

My impression (after playing through a few more successions) is that courtiers tend to scatter if the successor is already landed, and tend to stay if the successor is unlanded (and already in your court).

There is already a mechanism for courtiers to decide to leave a court (eg. to move to the court of a close relative / co-religionist). Maybe this mechanism is being triggered for every courtier upon succession?
