Please explain your issue is in as much detail as possible.
I (as Kingdom of Mali) is at war with the Almoravid Sultanate (De Jure war over Taghaza). My armies were siegeing the province of Sijilmasa when a hostile army of Almoravid walked into the province, but no combat started, not even after several days passed. I have tried walking in and out of the province but still no combat, I also tried saving/reloading, but still no combat. It seems to me like the enemy army for whatever reason is non-hostile to me (yet it keeps following my army around so the AI clearly didn't get the memo either). Unfortunately I do not know what caused the armies to be in this state, so I can only speculate. To make matters more complicated, Almoravid is currently involved in 2 other wars (against Venice and Hammadid Revolt). Additionally, when I declared war on Almoravid the "Emirate of Barghawatid" was still a vassal of Almoravid, they have since then somehow become independent.

Also, as it might very much be relevant, I think Almoravid was defending against France's Holy War when I declared war on Almoravid (I had to pay 100 Piety to start my war because I was backstabbing a fellow same faith (Sunni) nation while they were defending against a holy war). Note though, that I was only ever involved in the one war I started against Almoravid (and never in the holy war for example).

Edit: So apparently the "enemy army" was a holy order army of the same faith as me (both Sunni). I was told (see posts below) that's why the army doesn't fight me. But the question remains why does the army have a red name tag (hostile) if it's not hostile towards me and perhaps more importantly, why does the AI use this army to go into my land and towards my armies if it can't be used to attack me?

Steps to reproduce the issue.
1) Go to war with someone who has a holy order army of the same faith as you.
2) Notice that this army looks hostile to you and the AI will move this army as if it could be used to fight you. Yet the holy order army will never be able to fight you.

That must be a Sunni holy order, who will not fight a fellow Sunni. It's not a bug.
I checked and you are right about it being a Sunni holy order.
However, I don't agree with it not being a bug. The army shows up as hostile (red name) and if it's not hostile it shouldn't be red. Also the AI behaves as if it can use this army to fight me even though it can't, which makes no sense.

Thanks for the report

As mentioned, Holy Orders can only attack targets of another religion, so that's normal.
The red tag is because they "belong" to an enemy. It's not optimal but it's much easier for the game to handle the situation like that.

The AI going cray-cray and thinking it can attack you with these troops though, I don't like. I'll make a bug report using your savefile and we'll try to have that fixed asap.

Well, obviously I don't have access to the source code, so it becomes difficult for me to argue how reasonable of a change it would be to fix this. But as a software developer myself, I would like to think that it shouldn't be very difficult.
