Please explain your issue is in as much detail as possible.
For some reason looking through income of not only myself but every AI I can find in game shows a -10% to income as if someone had expelled the jews for every character in the game

This is happening in every game I play, modded or unmodded, since it effects the AI as well it doesn't seem to be game breaking

following is an unmodded non ironman brand new game that shows the effect on lombardy which I am playing as, along with others such as byzantium

Steps to reproduce the issue.
I have repeatedly started games in and out of ironman with and without mods and all of them have this modifier

I have also checked the games local files on steam and all of it checks out.

I recall this being asked about and answered back after 2.8 came out, and this is what I remember about the answer (so I could be slightly wrong on details). They changed the effect of stewardship on taxes. Previously, low stewardship gave you a negative tax modifier, but now stewardship can only give a zero or positive modifier. To keep the baseline tax rate the same, they applied this -10% across everything. I think the net effect is the same before and after this change, but the programmers must have had some reason to do it this way.
