The system of civilizing for nations that start as uncivilized nations has been exentsively reworked for VIP:R. Instead of having specific levels of industry/military/prestige now you there will be lower requirements in these plus the need to discover a basket of techs :

- technology = 2402 #naval professionalism
- technology = 3302 #market structure
- technology = 3102 #ad-hoc money bill
- technology = 5302 #early railway
- invention = 487 #ministerial government (a new invention that requires tech 4303)
As well as have 10 prestige, have at least 6 military score and 20% literacy
Now, to make it possible for uncivs to have a shot at civilizing, there are now a new set of background events that will increase unciv RP generation based on your literacy rate. As your literacy reaches higher, further events will fire in the background (not visible to the player) to make your RP generation closer to a civilized nation, up to a maximum of 70% of RP generation (we tried it at 100% of civilized for the max, was found to make civilizing too easy).
These RP bonuses are removed once you civilize, so that you don't end up with 7x the RP generation potential of any other civs.
