I'm new to Stellaris, well I've had the game a while but not played much. When creating my empire at game start I choose Clusters thinking this means they will start in a spread across the galaxy. My last three game starts have been aborted because I have empires all over me hemming me in and stopping expansion. So clusters must obviously mean empires start next to each other, which is just frustrating. It seems to me a grave game design flaw not to have the empires spread out. It there any way that I'm perhaps missing that forces the game to do this?

Change clusters to random. The former groups
Empires close together and is good if you want early conflict/heavy diplomacy. The latter speeds everyone out, at least on average.

Clusters means Empires are put into Clusters with each other, not that they all get their own cluster. Which is a good thing, since the early game is not designed to be played with nothing but empty space around you. That would be extremely boring to most people if they were entirely on their own.

However, if you prefer semi-uniform distribution, you can use random distribution with or the No Clustered Starts mod.

I will second rubert's recommendation of No Clustered Starts. It is an amazing mod, one which I have myself evangelized to many cluster-frustrated players.

Stellaris has a very vibrant modding community with modders who create high-quality content on par with or superior to PDX’s DLC, though to be fair their holy work is only possible because of PDX’s efforts too. You’re in for a treat if you decide to dip your toes in.
