hi guys, how do you increase the civilization level in a province?

Try to establish trade routes to provinces with high civilisation level. If it's a coastal province, you should go for one of the major cities, such as Rome, Carthage, Alexandria or Athens. Civilisation also spreads from neighbouring provinces, so it might be a good idea to increase the civilisation level in these ones as well.

Keep a couple of cohorts in the province and attach to the govenor using the green button.

Use a high Charsima govenor that is popular.
