What's wrong with some causality? I'd like to see the following added:
"If a civilian eats too much (too much Consumer goods spending), he will grow too fat to serve in the army."
"If two civilians don't have to work 24/7 (IC not fully used), they procreate. The total manpower will rise after 18 years."
NOTE: Strategic bombing in HoI3 will be abstracted and not allow you to terror bomb civilians specifically. Chemical weapons will also not be included in the game. Any threads that complain about this issue will be closed without discussion.
