Does it make sense to start a Civil War with as a Weak Nation to basically have 2 National Focus running to develop the country before reconquering your other half.

Basically with Construction and Armament Effort it might result in additional Building Slots and Factories during the '36 build up.

It might take a while though - even if the AI beelines the industrial focuses it's still 9 focuses (about 2 years). Meanwhile you're still vulnerable in a civil war and the longer it drags the more likely the AI will entrench themselves with crap divisions, meaning you'll need to expend guns dealing with them. You also spent a bunch of PP starting the civil war and not to mention the stability debuffs from being at war the entire time (which can add up).

In other words, it's a risky gamble and you'd probably have to experiment ahead of time. It might be worth it to capture a large stock of infantry equipment if you have a way of conquering the others' VPs quickly and bloodlessly.

I did end up discovering something tho...

When a Civil War Triggers, the AI seems to copy the EXACT Focus you were currently on.
Now for the most part this is irrelevant, since like if they get a research boost... who cares right?

However, there is Construction Effort 3 which gives you not 1, but 2 Civilian Factories.
Even better is that if you go beeline directly to it, skipping Political Effort, You can get the Faction Guy and the Civil War to trigger EXACTLY as you're able to choose CE3.

I know that 2 Free Civilian Factories isn't exactly the most game changing bonus of all time, but when you're a small nation this seems like a solid bump.

I took a screenie of the factories before and after, it only increased by 2

Remember, you're also losing control of factories while you are fighting the revolter. You will also have factories damaged that need repairs. You will be using time, political power, and equipment, while losing a decent portion of your army.

It's an interesting prospect, but it seems far too hefty a price to pay to be honest.

Additionally, keep in mind that every time a state changes hands it loses a portion of its factories. I found this out in my weapons of the third emu playthrough, where I filled up all my states with factories only to lose a part with the civil war you need to get the achievement.
