You can only get civil wars if you drop below +1 stab and are not at war.
The higher your badboy, the higher the chances of getting one.
The higher your badboy, the higher the chances of getting one.
Be aware that you can get them without any BB at all. Low stability is sufficient by itself to trigger them.
