i believe it has to do with militancy value of a certain POP and its counciousness prolly has something to do with it as well. The militancy is probably somewhat like the revolt risk in eu2 only it belongs to a POP and not a province.

I'd hope that we can also get revolts/coups from the other classes like aristocrats and clergy if they get too militant because of the reforms that we force onto them.

I'd love to play as Russia and have the Boyers revolt if I try tyo abolish serfdom and liberalize the state. Well, actually I wouldn't LOVE it persey, but it would be historical and make me happy in that at least.

Hell, a Second American Civil War would be pretty cool as well; McKinely doesn't die and another Stalwart Republican comes to power after him and things just go worse from there
