Civil War through National Focus?

Hello,
Im making my first HoiIV mod and I need help, Im doing a fascist Saudi Arabia Focus Tree and I want to start a civil war in Iraq through my Focus Tree, but I dont know how...
I tried it with the in-game console command: civilwar fascism IRQ but that didnt worked.
Is there any possibility to do that?
