If there is a civil war in a South American country, will that country still keep the guarantee from USA after?

If I were to guess I would say that if it changes to a different government then it should not have the guarantee. Interesting question though, would love a concrete answer. Does any know historically if all the south american countries were democracies? Was there anything else in the mix down there?
It would make sense to me if you lost the guarantee after a civil war, even game wise it's technically a new country.. I think. But South America is a special case since paradox have mentioned they solved the USA is guaranteeing all of SA but you can still "fight within" as long both the countries are guaranteed by the same
