I like that the game now has some kind of civil law enforcement model but feel we could do more with it in the form of a new category of policies called civil enforcement! Currently I have three options in mind:
Civil Enforcement-Default enforcement option that grants current effects
Principled- Enforcers under the principled policy act according to a set of principles in service to their community causing enforcers to provide a small amount of amenities in addition to their normal effects. Maybe requires some degree of egalitarian
Militarized- Enforcers under the militarized policy are closer to militia forces than civil servants providing an additional army and a small amount of additional fleet cap but only provide half their unity. Probably unusable by fanatic pacifists.
Inquisition/Secret Police- Enforcers under the Inquisition policy function as inquisitors rooting out dissidents or heretics of the empire. Enforcers are less effective at combating crime but will be strongly pulled towards the governing ethics of the empire and will likewise influence other pops into abandoning their "incorrect" ethos.
