Greetings Everyone, and let me introduce you to a Civic tier list I participated at making.

It is worth noting some civics were a bit ambiguous, and I'd basicly put much more civic in B and C (which I deem as "Situationnal"/"Synergizable"), but it really didn't matter that much and stefan would have trouble making the thing look good. Make sure to check stefan's Youtube channel and his discord if you have more questions, you can also ask them here or on my own Youtube channel (Regunes) and I'll make sure you'll be answered.
 
This is where I'll put some of the justification if some people are too confused, note that stefan will also make a video on the matter very soon.

Very good point
Generally disagree with putting the genocidals that wipe out pops in S-tier. Killing pops is objectively bad even if everything else is powerful, and in SP even on grand admiral you don't need the buffs of e.g. fanatic purifier to conquer a lot. This goes double with how research now directly scales to # of pops as long as sprawl is under control. Everyone BUT Fan Purifier and Co. receives an incredible burst of research upon conquest which spurs further conquest. And it goes triple for how these civics lock you out of federations and the galactic council, for whatever actual value that may be judged to be. But certainly with the power of envoys now everyone else can warm up with a nearby advanced start AI rather than just die.

Disagree with putting Rockbreakers/Mining Guilds as better over time. Current sprawl/research means you can easily research endless +% mineral income nowadays around 2300-2325. As soon as you are smacking down repeatables in 6 months each there is exactly zero value in base resource production bonuses.

For similar reasons all of the +unity bonuses should be considered worse over time since you just run out of stuff to spend it on around the same 2300-2325 timeframe, ending up with +xxx% edict duration and having every unity edict active simultaneously. And again for those other civics that boost edicts, you just don't need them when you have massive +edict bonuses by the mid game.

Why is indentured assets S-tier while slaver guilds is A-tier? Just due to lack of competition from other megacorp civics?

And I agree with all your points! Truly the only worthwhile unity is the hive one because synapse are everywhere. Slaver guild was A tier for the reason you said, I wanted to put Fan Purifier and Determined Exterminator A tier aswell because of the reason you mentionned. Rockbreaker and especially mining guild are irrelevant with current Galactic market.
one of the reason I ranked indentured asset higher was because it was compatible with syncretic evolution... (but it seems both are available now)

So yeah, I thank you for pointing out those points for the others.

I'm really not sure why "Public Relations" is an S-tier civic, while "Diplomatic Corps", which are identical ethics, are different ranks.

Makes perfect sense to me, given that one is a corporation civic and the other a standard civic. There is less competition for corporation civics, and you might also argue that those bonses are more influential for playing as a corporation.
 
I always appreciate people willing to make tier lists. They're an interesting window into the meta that you don't always get in a primarily single player game.

That said, one thing that always bother me about them is that they tend to be hyper focused on conventional playstyles and straightforward buffs. Some things that are considered low-tier are actually quite powerful if you're willing to play to its strength, but it requires you to abandon how you normally do some things.

Extremely. A normal empire may or may not care about diplomatic relations, even if you don't include the locked civics.

A megacorp relies surprisingly heavily on it's branch offices for empire-wide bonuses like the Diplomatic building to boost diplomacy, executive retreat for empire-wide amenities, and xeno outreach agency for migration attraction (as the more you funnel to your planets, the more growth you get). All of that is unavailable unless you can maintain diplomacy. And a megacorp ALWAYS benefits from a better ability to build branch offices.

And strictly speaking this is for Singleplayer. Obviously in Multiplayer no amount of envoys or diplomatic weight is going to convince another player to give you a commercial pact if they don't want to. Of course, if this was multiplayer, Criminal Heritage would be probably the BIGGEST civic that changes position of them all, as it's heavily considered a direct upgrade over normal megacorps in a multiplayer enviroment.

Hmm, I'm curious how Assimilator got better.

Of course people thought it was weak before, which I ALSO don't get because -10% housing usage is kinda insanely good.

Eh? I thought Byzantine Bureaucracy just gave +1 Unity to Bureaucrats.

Byzantine Bureaucracy was rated as one of the best civics before 2.6 on Stefan's previous tier list.

I don't know about you, but I get most of my amenities from city districts which I'm primarily building for the housing anyway. Why take up a few building slots on a specialised planet when I can have a different specialised planet with all my bureaucrats on?

FPs are in special slot out of three genocidals, since they can use Force Labor, giving incredible boost compared to other two. No need to spend pops on resource generation while maintaining very good unity flow is great. Plus FPs got strongest military on day one. Unless one gets too reckless with wide scouting, even advanced starts on GA are manageable.
 
Assimilator gives you a total war CB without the downside of being actually genocidal. You can conquer people easily and use their pops.
Yes, but that's been true since 2.0. It's not a recent change.
 
+2 ruler level cap isn't that great in the grand scheme of things.

also reduces the chance of getting bad traits ALLOT
pair it with stuff that increase the levels even more and give tons of Extra life years to the rulers and Govenors etcetc and its one of the best pick

when all of your Govenors sitting at lvl 10 with bunch of good passives and like 200+ year old it can be pretty great.
if you have maaaany planets or habitats or anything realy all those add up....

its not a SUPER good pick but its not an F tier in anyway....

when all of your Govenors sitting at lvl 10 with bunch of good passives and like 200+ year old it can be pretty great.

its not a SUPER good pick but its not an F tier in anyway....
All that for level 10 governors 150 years into the game.

It's a solid D-tier.

I thought the civic only affects rulers, not governors?
