nope. The only way to edit it would be editing game mechanies (i.e. exe file) which is actually illegal if I remember correctly
I'm not sure if it's easy to do, but if you can mod so that all your characters have huge loyalty increase, then civil wars will likely be a very rare thing.
Altough beware, this would be something like an invincibility cheat, making the game very boring to play.
