I've tried a few times to construct my city in 3 distinct "blocks" "res-industrial-commercial"and only have people travel between them via train as I though by doing this I'd cut down on heavy trucks and such-like going through my city,but I keep running into the issue that those utilities don't unlock straight away unless I unlock them manually which unlocks everything else as well and I prefer my city to grow into such things naturally and secondly when I do get a good system going, my mentally deficient citizens refuse to use the service I've setup for them even though I can see that it works. Is there any way to fix this? I don't usually play with too many mods apart from such things as Auto-bulldoze as I'm not exactly sure what would assist my gameplay.

Until you reach the small city milestone to unlock trains, you should connect your blocks via roads for citizens to commute. Once you've got your rail system in place, you can bulldoze those roads so people will have no choice but to use trains. You can also connect your blocks with footpaths or bike paths to avoid overloading your trains. Be careful because if you decide to go this route, each self-contained block will need to have its own city services.
