Artois - Arras or Cambrai (Cambrai was the bishop's siege)
Nivernais - Nevers
Savoie - Chambery (former capital of Savoy State in Middle Age)
Vendee - Nantes doesn't belong to Vendée, but the province didn't have big cities. The biggest town was Fontenay-le-Comte, which was a little 'bourg' in comparaison with the big city of Nantes, which was one of the center of triangular economy.
So, do you want to give to Nantes a "significant" role in the game, which was the historical truth ? Or do you prefer respect the geography ?
You can choose St-Nazaire, which - as Nantes - stand not iun Vendée, but was from the end of 19th century to 1950's the biggest french port on Atlantic Ocean. (American troops accosted there in 1917, i.e.).
