I'm having this issue with only 500k. We hit some limit on ploppables. I'd like to know if there is a way to mod this.. The tree limit already got modded.

I, too, seem to have found the limits for ploppables. I was laying roads for my city, the Dale of Hope Springs, and discovered the limit last night. I am very much annoyed by this limit. In all these years of PC-based gaming, I have NEVER reached a game's resource limit. Even CXL, with all of its problems didn't have a software imposed limit on what I could build. This is definitely a bug.

No, it is a feature which most likely prevents less able computers from burning themselves. Whether it's a wanted feature is up for debate but calling it a bug seems inappropriate.

Ever played SimCity 4 by the way? There is a hard limit for the amount of policies and a hard limit for the amount of landmarks per town. Quite annoying too and much older than CXL.

Technically, yes (I did a p.o.c run of it for 1.07b). That said it's something best left to C\O when it comes to buildings\zoneblocks\netnodes\netsegments\lanes and related interdependent items.

The tree system and associated limit was significantly easier to change, it has less interdependent items, and has far less places to have to make and maintain changes, and as such also makes that mod far more compatible for used with other mods.
