just one more question regarding building sizes, in simcity 4, when villa R$$$ got built, it could replace up to 4 R$ houses, which means that a lot of poor residents had to move out. Can the same thing happen in C:SL as well?

Buildings upgrade to models that are the same grid size as they are, so no :)

Can you establish a district policy that limits upgrades? Eg - a trailer park stays a trailer park instead of becoming the next Midtown Manhattan.

Pretty sure yes.
