All three give +15% Naval Capacity, but Citizen Service gives an additional +1 Unity to Soldiers. Although Citizen service is hardly an overpowered civic or even a powerful one. (Some say it is underpowered) It is still a notch better than its Mega Corp and Hive mind counter parts.

So do you guys agree with me that both Naval Contractors and Subspace Ephapse need an additional effect.

Here's my suggestion, with Naval Contractors soldiers also produce +1 trade value.
While Subspace Ephapse give an additional +10 command limit.

But in return Megacorps have a better version of Idealistic Foundation (Media Conglomerate). I'm sure there are more civics like that.
I don't think it's a problem as long as you are never in a situation where you can choose between 2 civics and one is clearly an upgrade of the other. It just means different government forms have different strengths.
Everything beeing the same just feels... bland. At least for me in Stellaris RP is also important, so I'll prefer some variety even if it brings in some imbalance. (as long as it is at a minor level like in these 2 mentioned cases anyway)
